After his recovery from illness george iii went to weymouth and plymouth; on 18 august 1789 he went aboard the southampton and witnessed a naval review including a mock engagement between two divisions of the fleet. Lieutenant william elliott rn was a naval officer as well as painter, who exhibited at the royal academy during the 1780s. This work is signed and dated 1790 and may be 'his majesty reviewing the fleet on board the southampton frigate off plymouth' exhibited at the society of artists in 1790 (no. 87).
