As chancellor of the exchequer in 1871, lowe proposed a tax of one half-penny on a box of matches. London match-makers took to the streets in protest and lowe was forced to back down. He is shown standing on a match-box, which bears the inscription he coined, 'ex luce lucellum', - 'out of light a little gain. ' the figure is dated 1873.
