Issued in vienna, december 12, 1912, with the emperor's own signature, countersignature by interior minister dr. Karl freiherrn heinold von adynski. Parchment libel (format 38 x 28. 5 cm), 8 pages, partially polychrome illuminated calligraphy on engraved template, coat of arms depiction signed "f(riedrich) junginger". Bordeaux red velvet cover, partially embossed, with gold-colored embossed double-headed eagle coat of arms, with attached seal capsule in gilded bronze (without coat of arms on the capsule lid), with the "great majesty seal" of emperor franz joseph i enclosed in red sealing wax.
