Louis-philippe and casimir périer intend to put the burden of the civil list (representing 14 million) on the back of a man of the people (thin and with patched clothes), who is already bending under the weight of the taxes imposed by baron louis and his assistant. On the left, montalivet (?) picks up another package to put it on the back of the common man, likened to a mule. In the background, majority deputies applaud behind a platform.
