Sir: i am a member of a committee which represents the state of north carolina and an [illegible] in designing a monument to the confederate soldiers from that state, to be erected on the battlefield of gettysburg. I write to ask you if there is any law which forbids the placing on a monument there a bronze representation of a confederate flag, as part of the monument itself.
