Portrait of the spanish politician and economist josé canga argüelles (1770-1843), who was general superintendent of the treasury in 1811 and deputy of the cortes of cádiz in the same year. On january 14, 1811 and february 6, 1812, he was appointed interim minister of finance, and he prepared the first spanish budget of state expenses and income. Exiled by the absolutist monarchy, he returned to be minister of finance during the liberal triennium between march 22, 1820 and march 2, 1821, and in 1820 he was also a state councilor.
