Sir cecil burney (1858 - 1929) was second in command of the grand fleet during the battle of jutland. He followed admiral jellicoe to the board of admiralty in november 1916 but was not considered a success in this role. In september 1917 he became commander in chief for the coast of scotland, based at rosyth. Lavery's portrait was likely to have been painted soon after his appointment.
