Senator and lincoln's somewhat scandalous secretary of war, on the occasion of his 1877 resignation from the senate (with assurances that the pennsylvania legislature would appoint his son in his stead). In the caricature, his right hand holds a paper saying "hayes' cabinet" and his left has a handkerchief labeled "mrs. Oliver".
