At top is a radiant sun with interlacing l’s, the symbol of louis xvi and a woman deflecting beams of light with a magnifying glass. At center, a woman holds a wreath over a portrait bust of jacques necker. At the base of the plinth is a book entitled compte rendu, and a paper scroll on which is written: eloge de colbert.
