Top row, from right to left: minister of foreign affairs inoue kaoru (1836– 1915), prime minister itō hirobumi (1841–1909), army chief arisugawa taruhito (1835–1895), minister of the center sanjō sanetomi (1837– 1891), admiral saigō jūdō (1843–1902), and lieutenant general tani tateki (1837–1911). Middle row, from right to left: cabinet minister yamada akiyoshi (1844–1892) and minister of communications and transportation enomoto takeaki (1836–1908). Bottom row, from right to left: home minister yamagata aritomo (1838–1922), minister of war ōyama iwao (1842–1916), minister of the interior matsukata masayoshi (1835–1924), and minister of education mori arinori (1847–1889).
