Two men, one in a top hat, in front of the old spanish fort, later roy's mill, on the riverfront at the foot of biddle street. The "tower" portion of the fort, and a building to the left are both deteriorating. Some architecture can be seen off in the background and some stacks are visible to the right in the distance.
